The Hearing Officer

The main role of the Hearing Officer is to act as an independent arbiter where a dispute on the effective exercise of procedural rights between parties and the Competition and State Aid Directorate arises in competition proceedings.

The Hearing Officer is independent from ESA's case handling services and plays a crucial role as the guardian of the procedural rights of parties in proceedings under Articles 53 and 54 of the EEA Agreement. The Hearing Officer also organises oral hearings and decides on applications to be heard by third persons.
