Food Safety: Weaknesses identified in Norways' system for verification of effectiveness of import controls

Norway needs to improve its verification of the effectiveness of the import control system for food of animal origin. In particular, results of verification activities are not systematically used to strengthen the import control system.

This is the main conclusion in a report published by the the Authority today, following an audit carried out in Norway from 31 August to 4 September 2015. The objective was to assess Norway's system for verifying the effectiveness of official controls on imports of products of animal origin. EEA legislation lays down operational criteria for the competent authorities, and a key requirement is to ensure effectiveness and appropriateness of official controls at all stages.

The report finds that the focus of the Norwegian Food Safety Authority (NFSA) has mainly been on quantitative data, useful for measuring efficiency, rather than qualitative data which could be more useful for the effectiveness of the official controls.

The report concludes that although general prerequisites for a verification system of effectiveness of official controls have been or are being developed by the NFSA, there is limited systematic evaluation of the effectiveness of the import control system for products of animal origin.

The Authority noted limited progress in addressing its previous recommendations concerning the lack of verifying effectiveness for official controls in other sectors.

The NFSA has taken note of the shortcomings identified and has provided an action plan that addresses the Authority's recommendations. The action plan is annexed to the final report and is currently being reviewed by the Authority.
