Food Safety: Norway has established a credible national audit system




Following an inspection in October 2017, the EFTA Surveillance Authority (ESA) concludes that the national audit system of the Norwegian Food Safety Authority (NFSA) fulfils the EEA requirements.

Internal-auditorsAs a part of the EEA food safety requirements, NFSA must have in place an audit system that independently and systematically reviews internal routines.

According to ESA's findings, the internal audit system in Norway is based on credible, risk-based and independent processes. Arrangements are in place to ensure a sufficient level of transparency and follow-up on audit findings. 

Procedures are in place to ensure that the internal audits address compliance with planned arrangements. However, verifying effective implementation and suitability in achieving objectives is currently not part of the internal audits. The audit process is not systematically reviewed, which can be seen as a missed opportunity to ensure continuous improvements of the internal audit process.

NFSA has taken note of the shortcomings identified and has provided an action plan that addresses ESA's recommendations. The action plan is annexed to the final report and is currently being reviewed by ESA.
