PR(08)17: Iceland fails to incorporate legislation concerning food contact materials


The EFTA Surveillance Authority has decided to deliver a reasoned opinion to Iceland for failure to incorporate Commission Regulation (EC) No 2023/2006 of 22 December 2006 on good manufacturing practice for materials and articles intended to come into contact with food. The Regulation should have been incorporated into the internal legal order of Iceland before 29 September 2007.

The Regulation lays down the rules on good manufacturing practice (GMP) for the groups of materials and articles intended to come into contact with food and imposes direct obligations on business operators of all sectors and stages of manufacture, processing and distribution of materials and articles.

Delivering a reasoned opinion is the second stage in infringement proceedings. The EFTA Surveillance Authority could bring the matter before the EFTA Court if Iceland fails to take satisfactory measures within two months of the receipt of the reasoned opinion.
