PR(93)01: The EFTA Surveillance Authority is established by the EFTA States participating in the European Economic Area (EEA) under the same agreement as the EFTA Court

The EFTA Surveillance Authority is established by the EFTA States participating in the European Economic Area (EEA) under the same agreement as the EFTA Court. It shall ensure that EFTA States respect their obligations under the EEA Agreement, and that enterprises abide by the EEA competition rules. With regard to its surveillance function, the powers of the Surveillance Authority will correspond to those of the European Commission.

The EFTA Surveillance Authority is led by a College of five Members, one from each EFTA State participating in the EEA. In their actions, the Members are completely independent of other institutions, as well as of the EFTA States. They make decisions by majority vote. The College is assisted by eight departments with a total staff of about 100, located in Brussels. The working language of the Surveillance Authority is English.

The five College Members are:

Knut Almestad (Norway), President. Born 1934, previously Ambassador on Special Mission and EFTA Chairman of Negotiating Group IV (flanking and horizontal policies) during the EEA negotiations

Nic Grönvall (Sweden). Born 1932, lawyer, previously Member of Parliament and Chairman of the Committee of Members of Parliament of the EFTA Countries.

Björn Fridfinnsson (Iceland). Born 1939, previously Secretary-General of the Ministry of Commerce and the Ministry of Industry, Reykjavik.

Pekka Säilä (Finland). Born 1944, previously Deputy Director-General for External Economic Relations of the Ministry for Foreign Affairs, Helsinki.

Heinz Zourek (Austria). Born 1950, previously Director of the Economic Department of the Austrian Confederation of Trade Unions and Chairman of the EFTA Consultative Committee.
