PR(99)16: Authorisation of aid in relation to the construction of a fishery patrol vessel and adoption of new state aid guidelines

The EFTA Surveillance Authority has authorized Norway to grant aid in relation to the construction of a patrol vessel for the Ministry of Fisheries and Marine Resources of Namibia by a Norwegian yard.  The project includes two aid elements. First, there will be a grant, according to the provisions of contract related aid as laid down in the EC Council Regulation No 2540/98 establishing new rules for aid to shipbuilding. The second aid element will take the form of a favourable financing arrangement, to be provided by the Norwegian Agency for Development Co-operation. The transaction involves i.a. an 85% credit bearing an interest rate of 1% p.a.  This arrangement is stated to imply an OECD concessionality level (grant equivalent) of 35% of the financial amount.

In the context of the above-mentioned aid to Namibia, the Authority has also amended its Guidelines concerning Aid to shipbuilding granted as development assistance for a developing country (Chapter 31 of the Procedural and Substantive Rules in the Field of State Aid) and updated the list of eligible developing countries in accordance with a Commission letter to Member  States on  the  same  purpose  (OJ  C  218 of  18 July 1997, p. 8).

The Authority has also adopted guidelines on State aid elements in sales of land and buildings by public authorities, corresponding to similar guidelines previously adopted by the European Commission (Chapter 18B of the Procedural and Substantive Rules in the Field of State Aid, corresponding to the Commission communication on State aid elements in sales of land and buildings by public authorities,  OJ C 209/3 of 10.7.1997).
