PR(01)02: Decisions not to raise objections regarding aid to four Norwegian shipyards


The EFTA Surveillance Authority has decided not to raise objections to aid granted to four Norwegian shipyards.

Two of the aid projects concern regional investment aid to the shipyard Hammerfest Maritime Service AS and the shipyard Harstad Skipsindustri AS . In both cases, State support consists of a grant to the amount of NOK 2 million (approx. € 244 000) for the construction of a slip hall on the shipyard’s premises. The Authority has verified that the aid beneficiaries aree located in areas eligible for regional aid. Furthermore, it was established that the aid measures are designed to improve productivity of existing installations and remains within the aid ceiling of 12.5% of the eligible investment costs applicable to shipyards in assisted regions.

The two other projects extend individual research and development (R&D) aid to the shipyard Umoe Sterkoder AS and the shipyard Ulstein Verft AS. The aid to Umoe Sterkoder AS, involve a grant to the amount of NOK 2.65 million (approx. € 323 000) for the development of the next generation of fishing vessels. The notification regarding aid to Ulstein Verft AS, concerns two grants to the total amount of NOK 1 176 000 (approx. € 143 000) for two projects aiming at the development of module-based design and early outfitting in ship construction. In both cases, the Authority has verified that the aid is granted for pre-competitive development activity, has an incentive effect and remains within the respective aid ceilings.

The Authority found therefore that the notified aid measures were in accordance with Articles 7 and 8 of the Act referred to in point 1b of Annex XV to the EEA Agreement (“Shipbuilding Regulation”), in combination with the Authority's State Aid Guidelines on National regional aid and Aid for Research and Development.
