PR(04)42 - State Aid: Reduced taxes on mineral oil and heating oil are accepted for the paper and pulp industry in Norway


The Norwegian Government notified the EFTA Surveillance Authority of its intention of granting reduction to the CO2 tax on mineral oils and basic heating oil tax, for the paper and pulp industry from 1 January 2005 until 31 December 2010.

The Authority considers the tax reductions to be State aid, but decides that they are compatible with Article 61(3)(c) of the EEA Agreement in combination with the Authority’s Environmental Guidelines. The reason is that the proportion of the tax to be paid by the paper and pulp industry, is above the minimum level in the European Community.

On this basis, the Authority has decided not to raise objections to the notified tax reductions.
