PR(05)24: Amendments to Norwegian aid scheme for audiovisual production compatible with the EEA Agreement

The EFTA Surveillance Authority decided today not to raise objections to amendments to the Norwegian aid scheme for audiovisual support.

While constituting state aid within the meaning of Article 61 (1) of the EEA Agreement, the scheme is compatible with the functioning of the EEA Agreement, as it contributes to the production of quality films, however, with lower aid intensities for the individual projects.

The Norwegian authorities notified the current amendments, which entered into force in January this year, to the Authority on 29 June 2005. The amendments consist inter alia in tightening the criteria for the application of the scheme. Under the new rules, a film producer’s revenues from secondary commercial markets (distribution of the film via DVD, video, TV)  will be considered in the calculation of the aid amount, and lead to a reduction of the aid granted. Likewise the obligation to repay a part of the aid once the supported project generates net revenues has been extended.

The aid scheme for audiovisual production, which runs until February 2007, has previously been authorised by the Authority in 2002 and again in 2003.
