PR(02)25: Internal Market Scoreboard EFTA States - No 11

On 12 November 2002, the EFTA Surveillance Authority made public its Internal Market Scoreboard EFTA States - No 11.  This document was prepared at the same time as the European Commission’s Internal Market Scoreboard No 11.

The results in the Scoreboard concerning implementation of EEA directives by the EFTA States indicate the following:

  • A comparison of the 18 EEA States’ performance concerning timely implementation of directives shows that the EFTA States are doing relatively well. Norway is in 4th place with a 1% transposition deficit, just behind Sweden (0,4%), Finland (0,6%) and Denmark (0,7%). Iceland (1,4%) is in 6th place with the UK, and Liechtenstein (2,1%) is in 10th place.
  • However, both within EFTA and the EU, the average transposition deficit has gone up meaning an increase in the backlog of directives not yet fully transposed.
  • The most problematic areas for Liechtenstein seem to be the fields of audio-visual and telecommunication services, and consumer protection.  Iceland is having difficulties in the area of labour law and Norway could improve in the sector of financial services.

As for infringement proceedings, the Scoreboard displays the following picture:

  • Among the EFTA States most open infringement cases arising from non-conformity or incorrect application of EEA provisions are against Norway (30). 13 cases are pending against Iceland and eight against Liechtenstein.  This, nevertheless, puts the EFTA States in the most positive position in the EEA.
  • Examination of the proportion of cases closed after receipt of letters of formal notice by the EFTA States shows that, of the 18 EEA States, Iceland is doing best in solving cases at an early stage in proceedings, whereas Liechtenstein ranks in the middle.  Norway is last.

Internal Market Index on the functioning of the Internal Market

  • The Scoreboard features an Index measuring the effects of the Internal Market in Iceland and Norway.  It shows that progress in those States concerning achievement of the aims of the Internal Market has been slower than the average in the EU.
