COVID-19 heimsfaraldurinn: ESA gefur grænt ljós á ríkisábyrgðir á viðbótarlánum til fyrirtækja ESA samþykkti í dag ráðstöfun íslenskra stjórnvalda er snýr að því að tryggja aðgang fyrirtæka í tímabundnum vanda vegna heimsfaraldurs kórónuveiru að lausu fé.
“Á þessum erfiðu tímum er það forgangsatriði okkar að takast á við ráðstafnir sem tengjast heimsfaraldri kórónuveiru. Okkur hefur tekist að samþykkja umrædda ráðstöfun skjótt þökk sé góðu samstarfi okkar við íslensk stjórnvöld og Framkvæmdastjórn ESB”, segir Bente Angell-Hansen forseti ESA.
Aðgangur að lánum
Vegna kórónuveirufaraldursins standa mörg fyrirtæki frammi fyrir tímabundnu tekjufalli og lausafjárvanda en þurfa engu að síður að greiða fastan kostnað.
“Ráðstöfunin mun veita þeim fyrirtækjum, sem eru verst úti vegna efnahagslegra áhrifa kreppunnar, aðgang að lánum á hagstæðum kjörum, sem mun hjálpa þeim að standa undir rekstrarkostnaði og halda áfram starfsemi sinni“, segir Högni S. Kristjánsson, stjórnarmaður ESA.
Íslensk stjórnvöld munu veita ríkisábyrgð á viðbótarlánum sem veitt eru af lánastofunum til að mæta tímabundnum lausafjárvanda fyrirtækja. Heildarábyrgð ríkissjóðs vegna viðbótarlána getur numið allt að 50 ma.kr.

Þau fyrirtæki sem koma til með að njóta ríkisábyrgða geta ekki frá 1. mars 2020 og meðan ábyrgðin er í gildi: (i) greitt út arð, (ii) óumsamda kaupauka, (iii) keypt eigin hlutabréf eða veitt eða greitt lán til eigenda eða nákominna aðila, (iv) greitt víkjandi lán fyrir gjalddaga, eða (v) greitt neinar þær greiðslur til eigenda eða nákominna aðila sem ekki eru nauðsynlegar til að viðhalda rekstri og rekstrarhæfi félagsins
Íslensk stjórnvöld tilkynntu ráðstöfunina 18. apríl 2020, ESA hefur nú samþykkt ráðstöfunina með hliðsjón tímabundnum ramma um ríkisaðstoð til stuðnings hagkerfisins vegna yfirstandandi COVID-19-heimsfaraldurs sem Framkvæmdastjórn Evrópusambandsins setti þann 19. mars 2020.
