PR(09)94: The Authority opens the formal investigation procedure with regards to the financing of the fitness centre at the Kippermoen Leisure Centre in Norway

Today, the EFTA Surveillance Authority decided to open the formal investigation procedure into the financing of the fitness centre at the Kippermoen Leisure Centre which is located in the city of Mosjøen in the north of Norway. The measure was notified by Norwegian authorities on 27 January 2009.

The Kippermoen Leisure Centre was established in the 1970s. The centre is owned by the municipality of Vefsn and is not organised as a separate legal entity. The Authority has doubts as to whether the financing of the fitness centre is compatible with the EEA Agreement. The competition between fitness centres have increased the recent years. The Authority will now investigate whether the financing of the fitness centre involves state aid. If the financing is deemed to be state aid, the Authority will further examine whether the aid could be regarded as cultural or regional aid or aid for performing a service of general economic interest. Such aid may be compatible with the EEA Agreement.

The Norwegian Authorities and third parties are called on to submit their comments. A non-confidential version of the Decision will be published in the register of state aid decisions on the Authority's website.
