State aid: Green light given to merger of two Norwegian environmental aid schemes



Today, the Authority approved the incorporation of the Norwegian Household Scheme into the Norwegian Energy Fund Scheme.

The purpose of the Household Scheme is to promote alternative, renewable heating and electricity savings in private households. The Energy Fund Scheme is a broader scheme, supporting various types of environmental measures.

The 2011 budget of the Energy Fund Scheme is NOK 1.865 million. This will increase by NOK 110 million with the incorporation of the Household Scheme.

The Authority has previously found both schemes compatible with the functioning of the EEA Agreement due to their positive environmental effects.[1]

Aside from changes of an administrative nature, the notified incorporation entails that the budgets of both existing schemes are combined and that the duration of the two schemes is limited to 31 December 2016. These changes have not prompted the Authority to change its position on the compatibility of the aid with the functioning of the EEA Agreement. Therefore, it has approved the incorporation of the Household Scheme into the Energy Fund Scheme.
