State Aid: Aid to NCE Systems Engineering approved

Today, the EFTA Surveillance Authority decided not to raise objections to individual aid to the NCE Systems Engineering innovation cluster.

The objective of the aid is to stimulate innovation by supporting the operation of the innovation cluster NCE Systems Engineering located in Kongsberg. The cluster regroups undertakings supplying the global subsea, maritime, automotive, aircraft, defence and aerospace industries, as well as educational and research institutions.

The State will provide grants of up to 50% of eligible costs for the operation of the cluster until July 2016. The total budget of the measure is NOK 50 million.

The NCE cluster scheme had previously been authorised by a decision of the Authority in 2011. The Authority was now required to conduct a more detailed assessment of the aid under its State Aid Guidelines on Aid for Research and Development and Innovation as the total aid amount exceeded the EUR 5 million threshold contained in the State Aid Guidelines.

After analysing the positive and negative effects of the aid, the Authority concluded that the measure was in line with the State Aid Guidelines.

A public version of today's decision will be published on the Authority's website, normally within a month.
