State aid: New guidelines for film support

The EFTA Surveillance Authority has adopted revised guidelines for assessing support schemes in favour of films and other audiovisual works. 

The new guidelines will apply not only to production support but to all phases of an audiovisual work from concept to delivery to audiences. This includes script-writing, development, production, distribution and promotion of audiovisual works. 

The object is to encourage vibrant audio-visual creation in Europe and to preserve cultural diversity. The guidelines will allow for cross-border productions to receive more aid than earlier. They also provide for measures to promote film heritage.

When granting aid, the EFTA States can still impose conditions on beneficiaries to spend a certain part of their budget in the territory. This is justified by the promotion of cultural diversity which requires the preservation of resources and know-how of the industry at national or local level. However, such spending obligations must be proportionate to the granted aid amount.

The EFTA States should bring their existing support schemes in line with the new guidelines within two years.
