State aid: Decision to approve regional aid scheme taken to Court

A Norwegian company has lodged an application at the EFTA Court against the EFTA Surveillance Authority's decision to approve a major regional aid scheme the system of regionally differentiated social security contributions in Norway.

The scheme was approved by the Authority in June 2014, under the new Guidelines on regional aid.

The applicant claims that the Authority should have opened an in-depth investigation into the scheme. Yet, the applicant has raised no objections to the aid scheme in general. The applicant objects only to specific rules pertaining to the hiring out of workers.

The action before the Court has no immediate consequences for the system of regionally differentiated social security contributions.

The Authority's decision to approve the scheme remains valid while the litigation is pending. Only when the EFTA Court has delivered its judgment may the system of regionally differentiated social security contributions be affected.
