State Aid: Green light for amendments to the production grant for news and current affairs media

The EFTA Surveillance Authority (ESA) has decided not to raise objections to amendments to the production grant scheme for news and current media in Norway. The production grant scheme itself was authorised by ESA in March 2014.

The amendments introduce national weekly news and current affairs media as a new group of beneficiaries under the scheme, which is administered by the Norwegian Media Authority. National weekly news and current affairs media had previously benefitted from production grants disbursed by the Arts Council of Norway.

National weekly news and current affairs media will be subject to the general rules and safeguards of the production grant scheme, including the possibility of electronic forms of publication and a number of limitations on the use of aid grants. The level of the aid grants correspond to the economic situation and particular challenges of national weekly publications. Higher aid amounts are available for publications in Nynorsk. Transitional rules apply for media that will no longer be eligible for support following the amendments.

ESA has concluded that the amendments to the production grant scheme are compatible with the state aid rules of the EEA Agreement.
