PR(09)36: Green light to public funding of NRK's digital archive for schools



The EFTA Surveillance Authority has decided today that a direct grant of the Norwegian Government to partly finance the creation of a digital archive for the education sector is in line with the state aid rules of the EEA Agreement. The digital clip archive, known as NRK Skole, will be operated by the Norwegian public service broadcaster NRK. The service will be accessible via the Internet free-of-charge to all pupils and teachers at primary, secondary and upper secondary schools established in Norway.

NRK Skole will contain digitised radio and television material from the NRK's archives, dating mainly from before 1992. It includes documentation of Norwegian history and aims at political, cultural and social development through coverage of news, documentaries, interviews, programmes about nature and dramatisations. The digital clips are in the Norwegian, and to a certain extent, Sami languages. All clips are specially tailored to users' age in order to support their basic skills and competence objectives as described in the National Curriculum of the Norwegian Ministry of Education and Research.

The Government's contribution to NRK Skole amounts to NOK 15.25 million to cover the costs of digitisation of media clips, metadata tagging and contextualising of the clips for educational use. It is envisaged to start the operation of the digital archive within one and a half year from now, when the size of the archive reaches 5,000 clips.

The project is part of a wider scope of Government's initiatives such as eNorge 2009 and intentions expressed in the White Paper on Broadcasting in a Digital Future.

The Authority approved the co-funding of the project by the Norwegian Government as compatible aid on the basis of guidelines for state aid in the form of public service compensation.
