ESA looks into alleged state aid measures in Trondheim




The EFTA Surveillance Authority (ESA) has opened a formal investigation into potential unlawful state aid granted to Trondheim Spektrum AS (TS) by the Municipality of Trondheim.

In 2017, ESA received two complaints alleging that TS has received unlawful state aid through different measures granted by the Municipality. The Norwegian authorities later notified one of the measures. ESA will now look further into the alleged aid measures, including lease agreements allegedly not entered into on market terms, a capital increase, the financing of infrastructure costs, and an implicit guarantee for a loan. 

TS owns and operates Trondheim Spektrum, a multipurpose facility used for sports events, concerts, trade fairs, congresses, and as a training venue for local sports clubs. The Municipality of Trondheim is the majority shareholder in TS, while membership-based volunteer sport clubs own the other shares.

The decision to open a formal investigation procedure is without prejudice to ESA's final decision. ESA will now call for further comments from the Norwegian authorities and third parties with an interest in the case.
