ESA: Yes to digital learning initiative in Norway




ESA concludes today that Norway's financing of the digital learning material provider FriDA is not state aid.

Norwegian municipalities have joined forces to provide free, online learning materials for primary and lower secondary schools in Norway. The digital initiative called FriDA (Fri Digital Arena) aims to give children the opportunity to develop certain basic skills, by using digital information and communication technology in learning.

ESA has now concluded that FriDA's provision of free and openly available digital learning materials is not an economic activity, and the financing of that activity is therefore not considered state aid.

In 2014, ESA concluded that Norway's financing of the National Digital Learning Arena (NDLA), did not involve state aid. NDLA is a cooperation between counties providing free online learning material for Norwegian secondary schools. FriDA provides similar service but for primary and lower-secondary schools.
