PR(09)30: Investigation into the sale of Lista air base closed: no aid involved


The Authority today closed its investigation into the sale of Lista air base and concluded that the price did not contain any element of state aid.

On 12 September 2002, the Norwegian Defence Estates Agency sold Lista air base to Lista Flypark AS. Expert valuations of the property were obtained and a price agreed. The sale resulted in the Norwegian State paying to Lista Flypark AS NOK 10 875 000 due to the value of certain special obligations relating to the property, off-set against the price.

The Authority opened an investigation into the case on 6 June 2007 and appointed an independent expert to evaluate the property and assess the valuations carried out prior to the sale.

The conclusion of the independent expert was that the air base had been sold at a price reflecting the remoteness of the property, the considerable need of repair and maintenance of the buildings and the downturn in the property market at the time.

Having investigated the case, in light of the conclusions of the independent expert and the fact that the property was burdened with pre-emption rights, the Authority has come to the conclusion that the sale of Lista air base did not constitute aid within the meaning of Article 61 of the EEA Agreement.
