PR(08)31: The EFTA Surveillance Authority opens the formal investigation regarding a transport aid scheme for round wood in Northern Norway

The EFTA Surveillance Authority has today opened the formal investigation procedure regarding a regional aid scheme to grant support for the transport of timber in the counties of Nordland, Troms and Finnmark.

The Authority assesses the grant of regional aid on the basis of the provisions of the Regional Aid Guidelines. Transport aid schemes may be approved in accordance with these guidelines. Aid towards transport of products of businesses without an alternative location, like raw materials, can normally not be granted.

Nevertheless, the guidelines open up for aid to be granted in least populated areas such as the three counties in northern Norway and the Authority has previously approved a scheme concerning regionally differentiated social security contributions in this area. The question arises whether aid can be granted also for transport of raw materials in the least populated areas.

The Authority therefore has decided to open a formal investigation procedure regarding this aid scheme and invites all concerned parties to give their comments.
