PR(08)28: The EFTA Surveillance Authority closes case concerning alleged state aid granted to Leifur Eiríksson Air Terminal Ltd.

In 2006, the Authority received a complaint alleging that the operating licence allowing Leifur Eiríksson Air Terminal Ltd to operate the duty free sales in the arrival hall in the Air Terminal at Keflavík Airport amounted to state aid.

The Authority has examined the case and concluded that the operating licence does not involve any transfer of state resources to Leifur Eiríksson Air Terminal Ltd. The Authority notes that the fact that Leifur Eiríksson Air Terminal Ltd has not paid for the operating licence is in line with the general system for such licences in Iceland. Hence, the granting of the exclusive licence does not as such confer any costs on the Icelandic State.

Therefore, the measure does not constitute state aid within the meaning of the EEA Agreement, and the Authority has decided to close the case.
