PR(07)22: The EFTA Surveillance Authority opens investigation regarding the sale and rent of Lista air base in Southern Norway

The EFTA Surveillance Authority has decided today to open an investigation regarding the sale and rent of Lista air base situated in Farsund.

The Authority learnt about the sale of the Lista air base by way of a report issued by the Office of the Auditor General.

On 12 September 2002, the Norwegian Defence Estates Agency sold Lista air base to Lista Flypark AS. The sale resulted in the Norwegian State paying to Lista Flypark AS NOK 10 875 000 to take over the air base. Based on the information submitted by the Norwegian authorities, the Authority cannot exclude the possibility that the sale involves some elements of state aid.

Moreover, it appears that, prior to the sale of the air base, parts of the estate were leased out at a price which may have been below market value and may thus also involve some elements of state aid.

Today's decision to open the formal investigation procedure will be published in the EEA Section of and the EEA Supplement to the Official Journal of the European Communities. The Authority will take its final decision after having reviewed comments from the Norwegian Government and from any other interested parties.
