PR(07)20: State Aid Scoreboard – Spring 2007


The State Aid Scoreboard Spring 2007 is the first publication of a scoreboard showing the volume of aid granted by the three EFTA States, Norway, Iceland and Liechtenstein. The 2007 Spring Scoreboard provides an overview of the volume of state aid granted during the years of 2004 and 2005.  

The Scoreboard reveals that during the two years subject to review the overall level of aid   in absolute figures increased but remained fairly stable in relative terms. The total amount of state aid granted in 2004 by the three EFTA States was estimated at €1.4 billion (0.6% of EFTA-3 GDP) compared to €1.6 billion in 2005 (0.6% of EFTA-3 GDP). The biggest grantor was, by far, Norway both inabsolute terms and in relative terms.

The Scoreboard also provides an overview of the types of aid granted. During the period reviewed Norway and Iceland granted most of their total state aid towards horizontal objectives of common interest (such as the environment and research & development) as opposed to objectives aimed at assisting specific sectors. Liechtenstein granted only sectoral aid.

By comparison with the volume of aid granted in EU Member States during 2005, the Scoreboard reveals that Norway granted more aid relative to GDP than the average of the EU Member States. Iceland and Liechtenstein were, however, among the countries having granted the least amounts of aid relative to GDP compared to EU Member States.

The Scoreboard also reveals that three cases concerning recovery of illegal state aid are still pending, two in Norway and one in Iceland. Two of the cases are dating back to 2004.
