State Aid: ESA approves more CCS grants in Norway

The EFTA Surveillance Authority (ESA) has today approved a three-year extension of Norway's aid scheme for the carbon capture testing centre at Mongstad.


“Making carbon capture work is important for the whole of EEA, and Norway is making a key contribution with the grants for the CO2 Technology Centre Mongstad”, says ESA President Sven Erik Svedman.

The total operating budget of the centre is estimated to NOK 805 million (approx. EUR 85 million), of which up to NOK 652 million is granted as aid over three years by the state entity Gassnova.

Based on the west coast of Norway, the Technology Centre Mongstad is a unique facility for large scale testing and qualification of CO2 capture technologies. The testing is done on carbon emissions from a combined heat and power plant and an oil refinery cracker at the Mongstad site. ESA first approved aid to the project in 2008 for a five-year period and the project became operational in 2012. The new approval runs until August 2020 and the expected participants are Statoil, Shell and Total.
