State Aid: ESA approves pension scheme for Norwegian NPOs




The EFTA Surveillance Authority (ESA) has today approved a Norwegian pension scheme for non-profit organisations (NPOs) with an approximate value of NOK 1.1 billion.

NPO-pensionsThe planned scheme applies to around 100 NPOs that provide specialised health and child welfare services on behalf of the Norwegian State.

“Such health and child services are based on solidarity and are financed through public spending with only marginal charges for the users. Consequently, the services are not covered by the EEA state aid rules”, says ESA President Bente Angell-Hansen.

The Norwegian Government plans to compensate the NPOs for pension liabilities incurred between 1974 and 2010. Of a total value of approximately NOK 1.1 billion (approx. EUR 115 million) the budget for 2018 is stipulated to NOK 27 million (approx. EUR 2.8 million).

Norway notified the measure to ESA in December 2017. ESA concludes that the NPOs do not carry out economic activities, and subsequently the scheme does not constitute state aid within the meaning of the EEA Agreement. On this basis, ESA has no objections to the scheme.
