State Aid: Charter Fund Scheme for Northern Norway extended




A charter fund intended to increase tourism in Northern Norway can be extended until 31 October 2017, following a decision by the EFTA Surveillance Authority today.

The objective of the Charter Fund is to increase the use of airports in Northern Norway in the low season and thereby stimulate tourism and economic development in the region. The fund covers parts of the costs for tour operators flying charter flights to Northern Norway, reducing the economic risk involved in operating these air charters.

In July 2013, the Authority approved the Charter Fund Scheme for a duration of three years. However, the entry into effect of the fund incurred some delays and became operational only in October 2014. Upon request by Norway, the Authority today agreed to extend the duration of the scheme until October 2017.

This will enable the Norwegian authorities to gain sufficient experience to evaluate the effects of the Scheme on the development of tourism and the prevention of depopulation in Northern Norway.
