State aid: No aid granted through the tourism platform




The EFTA Surveillance Authority has concluded that Innovation Norway's provision of IT services through its online travel guide does not entail state aid.

Following a complaint, the Authority initiated an in-depth investigation into the matter in July 2014.

The aim of is to compel visitors to travel to Norway and to provide comprehensive information about the country and the tourism industry offer. Through this platform, Innovation Norway has provided promotion and marketing services to regional tourism boards and local management organisations since 2007.

However, since 2013, Innovation Norway has also been offering database services to the same companies. The Authority has assessed whether Innovation Norway has been cross-subsidising those economic IT services with funds obtained for the financing of its public tasks, and whether its customers were obtaining state aid by means of services below market price.

Having checked the cost allocation and the price fixing mechanisms implemented by Innovation Norway, the Authority has concluded that the provision of those IT services does not entail state aid.

The decision will be published in the Official Journal of the EU and at the Authority's website once a non-confidential version is available.
