A New Website for ESA: Are we looking for you?

The EFTA Surveillance Authority (ESA) seeks to conclude a contract for the development of a new external website to replace the existing ESA website (www.eftasurv.int). The project includes the full development, deployment, and launch (including handover) of a new ESA website. 


The overall aim of the project is to create an external website that meets ESA's communications and outreach needs by offering updated, relevant and easily accessible information in a modern format that is fully responsive and complies with the latest technical and security standards. ESA is seeking ambitious proposals and a complete overhaul of the website and ESA's internet presentation, combining technical solutions and design.  The website should also meet the Web Content Accessibility Guidelines (WCAG). 

As ESA's priority is to secure a service provider who can meets its needs for the development of the website, ESA is open to receiving proposals from service providers even if they are not able to offer long-term hosting and/or support and maintenance, or who would offer such services through a subcontractor. 

Tender and procurement process

ESA invites all suitable entities, established in the EEA/EU, fulfilling the criteria set out in the tender documents to submit tenders. This procurement is not subject to Directive 2014/24/EU or any other Directive regarding public procurement in the EEA.

The maximum budget for the project is EUR 70 000 (seventy thousand euro) for the website (this does not include an allowance for longer term hosting and support)

The tender process will close at 23.59 on 14 January 2019 (Brussels time).
At its sole discretion, ESA may extend the deadline for receipt of tender proposals. 

Tenderers are invited to submit to ama@eftasurv.int with aih@eftasurv.int in copy. Only one tender proposal will be accepted from each tenderer.

The project should commence as soon as possible after the contract is signed (likely during February 2019) and the website should go live on 1 October 2019. 

Questions, changes and contract: 

Tenderers may submit questions at any time during the period specified above and questions will be answered throughout the period by ESA. Tenderers are encouraged to submit any questions as soon as possible. Tenderers should note that ESA will be closed from 24 December 2018 to 2 January 2019 inclusive.  ESA is open for business as from Thursday 3 January 2019.

Any questions should be submitted via email to the ESA contact person and will be answered anonymously on ESA's website (on this site). Only written communications to ESA's named representative will be taken into account during the tender period.
