The marketing of seeds is regulated in the EEA; for most agricultural and vegetable species, only seeds that have been certified may be sold.
Seed certification was introduced in the EEA to ensure the quality of seeds placed on the market. Detailed requirements must be complied with before seed can be certified. In particular, seed must be sufficiently pure and healthy as well as correctly labelled.
Under certain circumstances, where there is a supply shortage, the EEA EFTA States may be allowed to authorise, for a limited period of time, the marketing of seeds that do not satisfy minimum germination requirements in accordance with Commission Regulation (EC) No 217/2006.
