Ordningens hovedform\u00e5l er \u00e5 bidra til \u00f8kt mediemangfold og ytringsfrihet, samt \u00e5 styrke lokalkringkastingens demokratiske funksjon i samfunnet.<\/p>\n\n
Norge har konkludert med at lokale kringkastere trenger offentlig \u00f8konomisk st\u00f8tte for \u00e5 kunne fortsette \u00e5 fullf\u00f8re overgangen til digital radio. St\u00f8tten vil ogs\u00e5 g\u00e5 til \u00e5 forbedre kvaliteten og omfanget av lokalproduserte programmer, til arbeidet til nasjonale sammenslutninger for lokale lyd- og billedmedier og til lokale radiostasjoner for etniske og spr\u00e5klige minoritetsgrupper. Ordningen setter et maksimalt bel\u00f8p p\u00e5 1,5 millioner kroner til hver mottaker per \u00e5r.<\/p>\n\n
E\u00d8S-avtalen anerkjenner viktigheten av \u00e5 verne om mediemangfoldet og har som m\u00e5l \u00e5 sikre E\u00d8S-borgere tilgang til et vidt spekter av medier. Ordningens hovedformål er å bidra til økt mediemangfold og ytringsfrihet, samt å styrke lokalkringkastingens demokratiske funksjon i samfunnet.
Norge har konkludert med at lokale kringkastere trenger offentlig økonomisk støtte for å kunne fortsette å fullføre overgangen til digital radio. Støtten vil også gå til å forbedre kvaliteten og omfanget av lokalproduserte programmer, til arbeidet til nasjonale sammenslutninger for lokale lyd- og billedmedier og til lokale radiostasjoner for etniske og språklige minoritetsgrupper. Ordningen setter et maksimalt beløp på 1,5 millioner kroner til hver mottaker per år.
EØS-avtalen anerkjenner viktigheten av å verne om mediemangfoldet og har som mål å sikre EØS-borgere tilgang til et vidt spekter av medier. Lokale kringkastere er en viktig og nødvendig del av det generelle mediemangfoldet, og statstøtte er derfor berettiget.
Ordningen skal vare fra 1. januar 2021 til 31. desember 2026 og har et årlig budsjett på 22 millioner kroner.
